The name Biê-fêqê Bî is derived from the Iron Elvish language, as Biê-fêqê Bî was founded by Èdsîbrí Zèqth, who was culturaly Iron Elven.
Climate
Biê-fêqê Bî has a yearly average temperature of 29°C (84°F), with its average temperature during the summer being a hot 33°C (91°F) and its average temperature during the winter being a pleasant 25°C (77°F). Biê-fêqê Bî receives an average of 134 cm/y (52 in/y) of precipitation, most of which comes in the form of rain during the spring. Biê-fêqê Bî covers an area of nearly 7 km2 (2 mi2), and an average elevation of 2178 m (7145 ft) above sea level.
Overview
Biê-fêqê Bî was founded durring the early 10th century, by Èdsîbrí Zèqth. The establishment of Biê-fêqê Bî was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Biê-fêqê Bî's construction back out of the project. Èdsîbrí Zèqth pushed on reguardles, and Biê-fêqê Bî was finished, but starts off as a terible place to live.
Biê-fêqê Bî was built using the conventions of Iron Elven durring the early 10th century. Naturaly, all settlmentss have their own look to them, and Biê-fêqê Bî is no diffrent. The town's buildings feature masoned stone construction which prominantly features pointed arches, pointed ribbed vault cielings, flying buttress', and window tracery all of which share a simmilar gemoetetic patern halfway between organic and inorganic in design formaing a very distinct aesthetically integrated style. BUildings tend to reach for the havens, and more expencive homes are easily identified by their floor count as well as the addition of decorative features intigrated into the building's design such as statues, gargoyals, and embelished joinery.
Biê-fêqê Bî is buildings are arranged arrounded a highly ordered system of broad paverstone streets which form triangular paterns, allowing the incides of the octagons to be common grounds for the buildings on the edges, be it for parkland, yardspace, plazas, or markets. The town sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Biê-fêqê Bî's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the town's walls were not designed with defence in mind but rather lending the town a certain air with visitors. The boondoggle-of-a-fortified wall has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Biê-fêqê Bî has a very calm atmosphere. People can be seen relaxing, scocilizing, and going about all manner of business other than the daily grind. Men, women, children, all can be seen enjoying life in a laid-back way in the many parks which line Biê-fêqê Bî’s streets.
Civic Infrastructure
Biê-fêqê Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Biê-fêqê Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Biê-fêqê Bî's parks.
Biê-fêqê Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Biê-fêqê Bî.
Biê-fêqê Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Biê-fêqê Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Biê-fêqê Bî has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Biê-fêqê Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Biê-fêqê Bî's public wards, blessings, and other arcane systems.
Biê-fêqê Bî possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Biê-fêqê Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Biê-fêqê Bî's natural decorations nor waterways.
Biê-fêqê Bî has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Biê-fêqê Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Biê-fêqê Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Biê-fêqê Bî is home to a distinct subculture, who are either the majority here or have the dominant positions in the community. Architecture, local laws, and social customs are all tuned to suit them, and they may not be particularly forgiving or friendly to the major culture of the region. Communities that are not outright independent usually make an arm's-length submission to a local lord.
Biê-fêqê Bî's chapel was built using a different architectural style from the rest of the town. The style used is characterized by towering round arches, massive stone and brickwork, small windows, thick walls, and a propensity for housing art and sculpture depicting mythological scenes. The building's general shape would be a clever and ascetic combination of geometric shapes, which would be blended together by joining elements. The style's decorative features were largely internal rather than external and incorporated semicircular arches for windows, doors, and arcades; barrel or groin vaults to support the roof of the nave; massive piers and walls, with few windows, to contain the outward thrust of the vaults; side aisles with galleries above them..

Biê-fêqê Bî's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves square dance to channel Abjuration energies of tier 1 via recitation of poetic epics.

Its winds were so great they picked up unsecured objects and flung them with enough force to smash brick and skull alike. Buildings collapsed under the gale, burying countless people alive. The storm's devistation was focused on the area arround Biê-fêqê Bî, which lost 264 people, 361, and 21 livestock in the disaster.. History remembers the strom as The Storm of Suffering.
